Because if the battery is weak, you will have the these symptoms also. It is normal for the choke to be required for a few minutes at start-up. Espwcially if temps are below 70. IF the motor is cold, it will not accept throttle, because it requires a rich fuel mix at that point of opperation, hence the choke.
